Kenny was born June 8, 1946 in Nampa, ID to parents Leo and Beulah Bicart. In 1947 the family moved to Culver, OR then to the Agency Plains as the water arrived in 1948.
He graduated from Madras High School in 1964.

Kenny ran the family farm farm over the the last 50 years. During this time he was active in the Farm Bureau, Church of Christ, Crook County Rodders, Jefferson County Fair Board, the Madras Elks Lodge and many other philanthropic organizations.
He is survived by his three sons and daughter-in-laws, Ken and Pamela Bicart of Cave Creek, AZ, Kevin and Carla Bicart of Twin Falls, ID and Keith and Carmen Bicart of Redmond, OR. Grand children Kolin Bicart, Danikka Bicart, Alekksis Bicart and numerous extended grand children and great grand children.

A public celebration of life will be held Saturday Nov 6th, 11 am at the Madras Air Museum followed by a reception at the Madras Elks Lodge at 1 pm.
